ECONOMIC-PRESS CONFERENCE
Jeddah, 19 December 2000

MINISTER OF FINANCE AND NATIONAL ECONOMY DR IBRAHIM AL-ASSAF SAID THE MINISTRY OF FINANCE AND NATIONAL ECONOMY HAS SURPASSED THE REVENUES ESTIMATED AT THE BEGINNING OF THE FISCAL YEAR DUE TO THE HIKE OF OIL PRICES AND INCREASE OF ITS PRODUCTION AND ADDED THAT THE SURPLUS WILL BE USED IN REPAYMENT OF THE PUBLIC DEBTS AND CLEARANCE OF SOME DUE PAYMENTS.

ADDRESSING A PRESS CONFERENCE HERE ON TUESDAY, DR AL-ASSAF SAID THE EDUCATIONAL PROJECTS DUE TO BE IMPLEMENTED WITHIN THE FRAMEWORK OF THE NEW BUDGET INCLUDE BUILDING BRANCHES FOR GIRLS COLLEGES AND NEW FIVE BUILDINGS FOR GIRLS COLLEGES IN ADDITION TO BUILDING OF 16 TRAINING CENTERS, INCLUDING VOCATIONAL AND COMMERCIAL TRAINING CENTERS, AS WELL AS EXPANSION AND ERECTION OF BUILDINGS FOR POLYTECHNIC COLLEGES.

AS REGARD TO THE HEALTH SECTOR, HE SAID 34 HOSPITALS WILL BE BUILT, INCLUDING FOUR 100-BED HOSPITALS, 30 FIFTY-BED HOSPITALS IN ADDITION TO FURNISHING HOSPITALS BUILT IN THIS YEAR AND DUE TO BE OPERATED WITHIN THE NEXT FISCAL YEAR DR AL-ASSAF POINTED OUT THAT ALLOCATIONS HAVE BEEN INCREASED FOR THE HOSPITALS THAT EXTEND IMPORTANT SERVICES TO THE CITIZENS

MOREOVER, HE SAID, ALLOCATIONS WILL BE INCREASED FOR THE HEALTH COLLEGES SO AS TO ENABLE THEM ACCOMMODATE MORE CITIZENS IN THE FIELD OF SUPPORTING HEALTH SERVICES AND TO ENABLE THE CITIZENS REPLACE THE FOREIGN MANPOWER IN THE FIELD OF SUPPORTING MEDICAL SERVICES AT THESE HOSPITALS

'IN ADDITION TO THAT ALLOCATIONS HAVE BEEN MADE FOR SETTING UP A NATIONAL LABORATORY FOR THE HEALTH MINISTRY AT A COST OF SR 100MILLION, HE SAID  THE NEW BUDGET INCLUDES A NUMBER OF PROJECTS FOR THE SERVICE OF THE CITIZENS AND IN PARTICULAR IN THE FIELD OF BASIC SERVICES.

'WE FOCUSED THIS YEAR ON THE ENVIRONMENTAL AND HEALTH SIDES, HE SAID DR AL-ASSAF POINTED OUT THAT ALLOCATIONS HAVE BEEN INCREASED FOR THE HOSPITALS THAT EXTEND IMPORTANT SERVICES TO THE CITIZENS.

DR AL-ASSAF SAID IMPLEMENTATION OF SOME INFRASTRUCTURE PROJECTS WILL POSITIVELY CONTRIBUTE TO ATTAINMENT OF ECONOMIC GROWTH AND CREATION OF NEW JOB OPPORTUNITIES.

HE NOTED THAT THE INFRASTRUCTURE PROJECTS IN JUBAIL AND YANBU AND OTHER INDUSTRIAL CITIES WILL LEAD TO INCREASE OF INDUSTRIAL INVESTMENT IN THE COUNTRY.

'THE TWO MAJOR GOALS FOR THE BUDGET ARE: MAKING BASIC SERVICES, INCLUDING HEALTH, EDUCATIONAL AND SOCIAL SERVICES, AVAILABLE FOR THE CITIZENS, AS WELL AS IMPLEMENTATION OF INVESTMENT PROJECTS IN A MANNER THAT POSITIVELY CONTRIBUTES TO ECONOMIC GROWTH IN THE COUNTRY, HE ELABORATED.

DR AL-ASSAF EXPRESSED OPTIMISM ABOUT THE PROSPECTS OF FURTHER ECONOMIC GROWTH.

HE NOTED THAT THERE WAS AN INCREASE IN THE ECONOMIC ACTIVITY IN THE SECOND HALF OF THE YEAR AND ADDED THAT THE STATISTICS DEPARTMENT WILL REVISE THE FIGURES IN THIS RESPECT.

'THE FINAL FIGURE PERTAINING TO ECONOMIC GROWTH IS EXPECTED TO BE HIGHER THAN THE FIGURE EARLIER MENTIONED, HE SAID.
